Long ago, there existed two different groups of people. One had red blood and the other had blue blood. They co-existed peacefully, but eventually they started to hate each other and a war broke out.
The massive red blood army initially overwhelmed the blue blood, but with the help of new technology developed by Kodo, the prince of the blue blood, the blue bloods were victorious. That technology, called the Haguruma, is a powerful, robot-type machinery capable of devastating destruction.
As the red blood people were enslaved, Kodo realized what monstrosity his people were using his Haguruma for. Helpless red blood people were being hunted down and murdered. Overwhelmed by guilt, Kodo rescued the refugee red bloods and refused to build any more machines. His father, the king, ordered him to be executed, but he barely escaped and now without a home, he must survive on his own.

Now at ch.10 this manga is starting to pick up and getting really interesting, it's a lot of racism from the people in the manga (blue blood and red blood, both hate each others of the scale), but the protagonist is at least not a racist and is working against that and (small spoiler, you will understand after a couple of chapters so not a big deal)

he is trying to destroy the creations he have made himself that have been modified by his people (the blue blood) to be war machines, and is trying to save people at the same time

Seiketsu no Haguruma is not very good, nor is it bad. It's just around average.

The story's setting is not something really fresh. Same old war between races, fighting against one's own family and all. It's not captivating nor engaging. It's not even that exciting. This doesn't mean this series is crap though, it is still fun. What I really like about this series is ideas about Haguruma.

The story is a rush. Flashbacks are not wisely used; the author isn't good at keeping secrets and reveal all that at once. There is not really anything that keeps readers engaged. The climax of any arc, especially that of the final arc, is not that enthralling. The end is bad, unmemorable, and not beautiful even though it tried hard to be. This story put a lot of effort to be emotional, but it was just not capable of being so.

The characters are bad. It is true that they have backgrounds and reasons for their doings, but those are so poorly presented.

I think it can be rewritten better with longer story, more varied ideas, and detailed information.

The drawing is good. The painting is awesome; I think it's the best thing of this series. The facial expressions, however, are somewhat weird and unreal.

Anti-social boy genius prince builds supermachines. Prince learns that said supermachines are used as superweapons for xenocide. Prince goes on quest to stop said superweapons.

Not that it matters. The Prince built so many superweapons that there are entire battles while the Prince is destroying one superweapon, another superweapon is slaughtering the innocent people behind him. AND the enemy doesn't even care about losing a superweapon to the Prince. But for some reason everyone, except for the cliche, evil empire, feels sympathy for the sole-source-of-superweapons-turned-redeemer.

Including the people who are being slaughtered wholesale.

Even after some of them are killed in battle.

And yes, they know he is the one who built said superweapons.

Fails on 3 Major Points
  • The plot is the typical war cliche where you have the technologically advanced oppressing the normals.
  • It plays like a bad first-person shooter; nobody picks up the enemies' weapons as they can continue fighting with their sticks and stones.
  • Point blank, the main character blows hardcore. He's the stereotypical, innocent protagonist that makes kids emo.
