Honestly, the art is interesting and the world is neat.

But the main character doesn't have a goal and most of the characters feel like they don't really have their own personalities, but are instead really detailed caricatures.

Beyond that is the pacing. Sometimes it makes sense and sometimes it doesn't. Fight scenes get skipped half-way through, people get teleported without an explanation, and sometimes the characters are talking heads that repeat the same information 3 times but with different words. It feels like sometimes the author knows how to pace things, then suddenly doesn't—and it repeatedly happens. Hence why I called it ridiculous and not horrible.

Is it worth reading? Kind of? I mean, there's something interesting, but I can't really define what. It's like the good parts bring up the bad parts. It's both boring and interesting.

It really is just a mess.
Story wise, adding onto what (superman89 September 12th, 2022) already commented on, it is just a mess. Really does seem like a bait and switch that the MC wants to learn magic skills at all cause he shows little follow through with it.
The world itself is also nonsensical. People can't use skills that they are not already born with and the world is basically empty and the author comes up with it on the fly.

A dragon appears out of nowhere. Theres suddenly a king of the nation even tho based on what you had seen till then the MC's parents might as well have been the only nobles on the planet. It doesnt even matter that there was a king since he gets murdered anyways. The MC's sister has something going on which also comes out of nowhere. For 'political reasons' the MC needs to be disowned by the family despite said politics NEVER coming into the play, you just dont see it happening in the novel.
Enemies are the generic cocky trash that think they can take on the MC despite the MC literally killing a dragon (the strongest being).

All that aside,
The art also leaves much to be desired.
Its not ugly or unpleasant to look at, no. But it lacks substance. Its like the artist drawing it was just as bored as the author was writing this trash tier novel. The character designs are alright if not generic as hell. They are inexpressive. Everything is conveyed with a deadpan face which you can argue makes sense for the MC but literally ALL the characters dont have expressions. Nor are there emotions in the text, its all just very monotone.
The art is also just the characters. Pay attention even a little and you realize that scenes just straight up dont have backgrounds.
so everything in the art lacks context. theres no background to base any scale off of.
the power levels make no sense either.

TLDR: 100% a skip, a boring, confusing mess of a script accompanied with lifeless art and nonexistent backgrounds.
4 out of 10.
In case you didnt pay attention earlier, do just open up a random chapter and look at the frames, theres literally no background image, its just the characters.

Author kind of bulldozes you into the story and overloads you with information that isn't put together well at all. However at the same time it feels like they left out information that we could have needed. It's just a mess.

MC who wants to use magic but can't pulls out sword skills just out of the blue. He starts off not really knowing any but when a major fight starts he just uses skills that leave you going huh he can do that...since when?

Stuck around for almost twenty chapters and I doubt he'll learn to use magic. Author seems to use that as a bait and switch type of plot device.

Also the sister out of nowhere we're treated like it's no biggie that she has

If you're bored and have read most of everything out it might not be that bad but if not I'd pass on this.

This is a bad manga adaptation of a bad story. In terms of story, it's the typical overpowered reincarnated protagonist bulldozing everyone with the skills from their past life, while showing no interesting character traits or character development. Even by chapter 14, the entire premise, i.e. a swordsman wanting to be a magician, has somehow barely been touched upon.

Meanwhile, the manga side of things suffers from generic faces unable to depict a wide range of emotion, calm dialogues amidst enemy territory, mostly uninspiring art, etc.
