This is heavy shota, but the story's focus is more on two close friends' relationship, and how the one is helping the other realize that there is nothing wrong or shameful about his natural pleasure from cross-dressing.
Although it is still shota, it is much more light-hearted and consensual. The portrayal of the boys is more normal, if explicit, sexual exploratory than the typical squick-fare of the controversial Shota genre.
