Though Japanese webtoons have been around on the net before Google came into existance, they weren't usually hosted on a dedicated site, but rather in Webrings, & they usually had poor quality art, no color, & were unmonetized Omake Doujinshis of their published mangas.
This anthology was made just around the time Korean & Chinese webtoons were starting to really pick up track. Moss, Old Xian, & Tan Jiu had formed Mosspacca & made the switch from published manhwa to webtoons. Unmonetized like their South Korean counterparts, Mosspacca created the Mosspacca webtoon that turned paid commissioned ads into gag strips & character driven comics to fund two of the series that would spawn from this anthology, & many other webtoon artists would follow suit by funding their online series this way.
Hot off Joker Danny, Old Xian created the promo issue of 19 Days that used her Joker Danny art style & a traditional print manhwa layout. The personalities & some story details had changed during the transition from 4koma gag strips to full webtoon, along with a noticeably different art style. The original personality for Zhan Zheng Xi would be recycled into Mo Guan Shan. & He Tian was an alpha male iteration of Jian Yi taken to the elevens.
Outside of China, the other most well known webtoon to spawn from this anthology is the GL/shoujo ai series SQ by Tan Jiu.
There has been some evidence on Weibo that Mosspacca either already has or is planning on releasing another anthology like this to promote fellow Weibo artists.
