The state of world affairs is changing at a dizzying pace. This is particularly clear in the growing military strength of countries neighboring Japan. In response to a near-skirmish with China over the much-disputed Senkaku Islands, Japan launched the state-of-the-art aircraft carrier "Ibuki", equipped with the latest stealth aircrafts and formed a new fleet. Captained by an Air Self-Defense Force, Ryota Akitsu, will be able to sort out inter-service differences. And amidst this rising tension, what will be Japan's next move?

It can be assumed that the story takes place in 2014 due to the manga saying "60 years since the establishment of JSDF" (1954).
