The concept is good on its own: Stop fake love from spreading which grows monstrous and that will literally hurt the overall population and (theoretically) spreads even more false love.
Going into the organizations and their purpose is where the story comes to get confusing. In chapter 4, we are introduced to a bunch of characters in an attempt at comedy that is poor. The meeting they have is not about the issue that took place but rather about something else entirely...even though the meeting is about a failure that had just occurred and why operatives were called in.
There is a lack of scale in power not shown in the organization and the issue that happens above is simply swept off. This indicates a lack of care on their part about the victims involved other than a 1 sentence comment about how they recovered in a hospital somewhere. Even the members don't really care for each other despite having the same purpose showing a lack of harmony.
Personally I found none of the characters enjoyable as a result even the quirky ones.
Well until chapter 6 at least. We meet a guy who opens up some old wounds for the MC and despite his presence and what he achieves in the story (Giving MC some subtle development) he is overall not really discussed or brought up again. Even in the next chapter, when we see a flashback, he has no relevance and thus his character is more plot device than an actual being. We do get an explanation as to why MC is cynical but the way it comes off is very over the top to make him sympathetic.
Overall while the premise is strong (like most manga) it's execution is weak. I will give it a 2 for the premise and a 2 for the art.
It would be more interesting if there was a spinoff where the victims were the focus and actually developed a real romance or at least got more focus.
