A decision-making judge, who had been obsessed with unsolved cases to catch the serial killer who disappeared in 16 years, eventually faced a grand conspiracy to control the species using disease.

The future has brought a world where humans conquer and completely wipe out diseases. As diseases disappear the life span of humans increase but crime rates rise. To lower crime rates, the government injects diseases into the guilty criminal. The criminal will then suffer from the disease until the sentencing has been completed. While pursuing a criminal, Kyle runs into his first love, Mariel, who disappeared 16 years ago. She was kidnapped by the notorious criminal, Handyman. Through the sacrifice of her friend, Amy, Mariel was able to escape Handyman. With the encouragement of Humble, Amy's father, Mariel becomes a special agent to fight against criminals like Handyman.
