What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?

This is not a doujinshi. This is under Dengeki Comics EX and is published by Ascii Media Works (formerly known as Media Works) and this is an official publisher in Japan. Not only that, this is not even the entire volume that's been scanlated.

A very angry Tales fan here. I have the actual volume so don't you dare prove me wrong otherwise.
