I use both covers and descriptions as guides. If a manga has a really crappy cover but the descriptions sounds incredibly interesting or relevant to my tastes, I'll check it out. Likewise, if the description is lacking or doesn't appeal to me, but there's a hot, half-naked chick on the cover, I'll also probably check it out.
The covers usually grab my attention before the descriptions though when I make judgements.

Its probably my worse habit, if i don't think the cover is eye catching then i completely loose interest , even after reading the description.
the only thing that interest me more than a cover is popularity and how fast it updates... i'm shallow in a way
but i try to overcome thing, for many reasons, main one being that i almost didn't want to read NANA because i didn't think it was appealing at first. i was completely wrong it's now my favorite series

it's definately in the decision making process of whether to read it or not. but it's never the only thing I would base it on. It's like say... 1/3 of judgement goes on cover, another 1/3 on desc, and first few pages would be the last 1/3. But it really is an important part of my choice.
Afterall, the cover is supposed to deliver some amount of depth into the manga. if it's misleading, the author/artist or who ever decided that is a poor judge, only predicting a probable bad manga along with it.

Do I judge manga by the cover? Every single day.
Usually good art is enough to enjoy a manga for me. Not to fall in love with it or anything, though, and I usually won't bother to buy volume 2 if it only has art going for it, but it's definitely enough to get at least some money out of my pocket.

I ALWAYS read the description to see whether it seems good enough to read (i usually don't even bother with series that have a corny description)
i also just by the cover, but its because of the art. i simply can't interest myself in something that has awkward/bad art because i get majorly distracted

Well....i do sometimes judge a manga by it's cover becuz it usually represents the art that i like would see when i read the manga. If the art isn't that good then i usually don't try to read it much.....P:

Probably on some level I do but if I have change then I try to look at the art in the manga it self and I usually read the description before I decide if I want to read it.
If the description is interesting but the art is not good I tend dismiss the manga. On the other hand if the art is good but the description is not so good, I may give it a try.
I've also noticed that a great art is not enough to keep me reading if the story is not interesting.

i usually read the summary or first few chapters, but a good cover motivates me to prioritize a series over the rest
