There's a manga I read some time ago but don't recall the name of it.

It featured some pretty boy who ran a organized gang of folks who kept the peace and strived to better the community but secretly did away with all the less than appealing folks. The mc was a guy with kinda esper powers who learns of pretty boys secret and is terrorized by him.

His powers were making people say what he was thinking when he covers his mouth. That's all I remember.

Think I know which one you are talking about but I do not remember the name. But the power he was using were ventriloquism right? Will try looking for it.
