I read this manga a while back, it was about this girl who has some sort of skin problem (scales or some sort of rock on her skin) that's an illness and the government once and a while goes around checking for people with this condition and she tries to keep it a secret with her childhood friend from everyone since everyone who is found to have this condition vanishes.
