What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?

www.rippersanime.com has been releasing Battle Angel Alita Last Order for around 5-6 years now.
Translators have come and go over the years, and again we are without a translator.

I must warn you, It's a hard manga to translate, but with the support of our BAALO fans at the forum, we will do anything to help out!
