I want the couple to not marry each other out of love but fall in love by the end.

Faster than a kiss mabye fits the bill, although they fall in love pretty quickly, its a marriage of convenience.

I don't really remember the story but I think it fits:
Billion Girl

it fits the description but i'm not sure that's what you looking for:
Kiss Me Princess

Otoyomegatari - been getting very high ratings, haven't read it yet.
Reimei no Arcana - really like it so far, enemies marry for peace basically, but still being translated.

You might be also interested in this bit of news from manganews.net. I'm sure some of them fit your description.
