My exact description for strange is this:

Guy falls for a girl and decides to confess; or forced to confess after losing a bet. The girl accepts it without question, guy is bewildered while expecting a rejection.

The girl is always staring off into space, or zoning out. Saying things that makes no sense, though she hardly says anything. She is also extremely curious over a certain subject. She will always have a stoic face even in the most awkward moments.

The girl's behavior sometimes makes the guy impatient, but over time, he begins to care for her, and the girl is likewise to his feelings.

My favorite example is Nagato Yuki; even though she possess those traits, she is changing over time, and is becoming more human. There's no romance involving her, but its still a good example. Another is Tabatha from Zero no Tsukaima.

This doesn't have to be a romance, and it can be the girl who confessed.

Reminds me of Rin from Katawa Shoujo. Too bad I can't remember any series with characters of this type. Though you could try stuff like Choku! and Koi Neko.
