One of my fav shoujo mangas of all time: Hime-chan no Ribon!

Though the whole "become older" thing has actually a much wider range of options for Hime-chan. ;D It's not exactly what I think you're looking for, but it's still fabulous.

Erm this manga has younger girls falling for older girls but they don't really try to make themselves older.
