I'm looking for a manga with the main character(s) being or acting perverted but also being very innocent kind of like Pheromomania Syndrome or B Gata H Kei.
No Yaoi/Shoenen Ai or tragedy.

You could try Self. The MC is acting perverted (at least other people would misunderstand him) but he doesn't seem to think so or know.

Not quite what i had in mind but thanks anyway.
What I'm looking for are the types with perverted delusions/fantasies or actions but choke when it comes down to it (e.g. daydreams of sex but is embarrassed of a kiss).

Well, maybe you'd like Baka to Test to Shoukanjuu though the focus is on comedy in this one.

Nana to Kaoru, definitely in Nana's case.

Lock-On! perhaps? He's kind of a perv but for innocent reasons? XD
Or maybe Onani Master Kurosawa, where he is extremely perverted but not around the girl he likes?

Onani Master Kurosawa is more of the serious sexual desire type not perversion, Lock-On! character shows no embarrassment about his perversion and only has pure thoughts, Nana to Kaoru is close but is more towards innocent outside, pervert inside what I want is pervert outside, innocent inside, Baka to Test to Shoukanjuu is a good recommendation.

If you're fine with Borderline H you could try Yuria 100 Shiki -> the main heroine sure is what you're looking for.
Also, Darling wa Namamono ni Tsuki and Otogi no Machi no Rena kinda fits ...

currently reading Yuria 100 Shiki but not quite what i'm looking for here, Darling wa Namamono ni Tsuki is good but not quite on topic either, Otogi no Machi no Rena is really good (but hasn't had a release in a year, really wish they'd finish scanlating it)
