Sadly, the only thing that I can guess is close to it is the third story, The Lingering Scent of a Rainbow, from Sugar Milk, when the character says, "I'm a dog. You're the moon."

I don't know what the chances are of that being it, or if you're asking for the quote word-for-word. If the latter, then I have no clue.

...i'm not sure with this one but with the moon + festival...the only manga i've remembered so far is Kaze no Yukue (KUNIEDA Saika)...c01 is about the curve of a crescent moon and in c02 there was a festival...forgive me if i'm wrong...
