Not the building quality brother, but the mentality of it's people.
...It IS the building quality... the actual buildings (levies) they have... the geology of the area (soft vs hard sediment)... and the characteristics of the fault/earthquake itself.
There are many different factors. The only way
corruption would have an effect on the situation would be that they don't build the right buildings in the first place, and the deaths after the quake from appropriation of relief.

I think it's not basically from corruption, building quality very influential.
as I know, brother Shaaka, we both know how the building condition at Aceh in general before earthquake and tsunami, didnt built to muffle shake of earthquake while mostly building in Japan did.
