What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)
Different American regional accent (e.g., Southern)
Have the character use different slang (e.g., 'pops' instead of 'dad')
Minor speech pattern differences (e.g., dropping the 'g' in '-ing' words)
No difference in translation but have a translation note

In all likelihood it's probably just original art someone drew... However, if I were to take a guess I'd say I reminds me of Witchblade's anime because of the eyes and the hair a little bit. Plus there's a little girl with pigtails in the show...

On the other hand she looks like an illicit love child between Hollow!Ichigo and Yoruichi from Bleach XD
