Her Majesty's Dog: he's a demon and she's his master.
Tokyo Crazy Paradise: from the same mangaka as Skip Beat, he's already in a political engagement, and there's the romeo/Juliet thing with him being a yakuza and her being a cop, plus the yakuza all think she's a guy...yeah, there's a lot of reasons...
Arakure: she's heir to the yakuza clan and he's a low rank member
Dengeki Daisy: the reason is kind of part of the driving plot so i won't reveal it, but check it out either way because this manga is awesome!
Love in the Mask: kind of...he thinks she's a guy and he's unofficially engaged to he "master's" granddaughter.
The One: again, the reason is tied up in the mysterious, twisty plot, but it's to do with his twin brother and their crazy childhood.
All of manga's are really good, so check them out anyway!

Thank you for your suggestions! I already read Dengeki Daisy, Tokyo crazy paradise and The One and I enjoyed them very much I'll try the other ones
Please continue suggest me other manga....I'm a junkie for this kind of stories

Genshiken - the male lead appears in the first chapter, but the female lead appears in chapter 23, and that's where the relationship starts. Ah, but it's seinen...The romance parts could probably pass as josei though.

Apothecarius Argentum - male lead is poisonous to touch.
Full Metal Panic! (novel) - Main lead is a soldier so is unused to feeling love.
17 (Sakurai Machiko) - kinda.

hmm lets see..
i second bitter virgin
after school nightmare fits too,very intense romance(somewhat disturbing but still intense)
flowers of evil you wont find something more intense....and keep the first scene in mind because it turns out to be the whole point of the story
