trying to take over... and doing a good job of it

I'm looking for a manga where the main character is trying to take over (a school, town, or even the world are OK) and is fairly successful (Ideas of revolution or "Change the world" are OK, too).
Things that fit are the Code Geass anime, Death Note_ anime (haven't read the manga yet). and Lost+Brain.
Romance is a plus.

Zennou no Noa I like this one very much and it has hints of romance in it on the later parts too. Give it a shot! Although you will have to wait a few chapters before the hero "starts taking over".

I don't think there are many that fit your criteria. For manga, Dance in the Vampire Bund maybe?

If you are also looking for anime, I can recommend The Twelve Kingdoms as well. Somewhere around the middle it gets really interesting when the lead accepts who she really is and becomes queen by overthrowing the current ruler.
