The site says Haou Airen is published by Viz. I haven't seen it anywhere. It is going to be published or is it discontinued and out of print?

If they just picked it up. It may need a couple months to come out. It takes time to deal with all the legal parts of manga.

It's possible that they had picked it up or were in the process before backing out due to the content. I highly doubt it would sell since this is probably Shinjo's most extreme.
