EDIT : i found a manga with the exact same quote kobato
here it is(3rd picture)
actually at some other point she says "my stopped time is now moving again" but i couldn't find it

Found it! Kuragehime Chapter 36 Tsukimi says ¨There's a sound. The sound of the hands of the halted clock inside me beginning to move.¨ But lol, never thought it was such a common line in manga, would be fun to see how many manga use that line. Thanks to everyone who replied.

There's an arc in "Jojo's bizarre adventure" which is a shounen where the uber evil dude can stop time and start it again. He uses that quote quite a lot.

There's many titles with that kind of similar quotes let it be shounen or shoujo. Any title where the main char or any other char can stop the time or where the time has been stopped for someone as in they have been stuck in a mental state, mostly trauma, and have started to move again.
