Found it! Kuragehime Chapter 36 Tsukimi says ¨There's a sound. The sound of the hands of the halted clock inside me beginning to move.¨ But lol, never thought it was such a common line in manga, would be fun to see how many manga use that line. Thanks to everyone who replied.

There's an arc in "Jojo's bizarre adventure" which is a shounen where the uber evil dude can stop time and start it again. He uses that quote quite a lot.

There's many titles with that kind of similar quotes let it be shounen or shoujo. Any title where the main char or any other char can stop the time or where the time has been stopped for someone as in they have been stuck in a mental state, mostly trauma, and have started to move again.

Hunter x Hunter also uses this line when Netero and Zeno burst into the Palace of the Ant King and accidentally injure Komugi.

I'm rereading Kimi ga Koi ni Ochiru, and BOOM, there it is. I'm never going to be able to hear this line again without thinking, "ughhh, what a cliche." Fun thread, even if the original question's been resolved.
