Short simplified (I'll try actually) lesson time:
IP is short for Internet Protocol address. Every computer (or device) connected to internet must have one. It's used to identify the computer on a network. For example when you request to view the release page in here, the server needs to know to who exactly on the web he is going to send the data from the release page. And for that he uses your IP address.
So that IP address must be unique as to not create any unnecessary confusions. Only one device can possess one IP at a time on a given network.
So you understand that it's quite logical to use the IP to identify users who vote on the poll?
Specially since most people have a fixed IP address. Meaning that their Internet Service Provider (ISP) assigns to them one IP address for as long as they are still using their services.
But some other ISP's do things differently (like mine). They don't bother to give every user a permanent address, but actually gives them a new one every time they connect on the Internet. The ISP has a pool of addresses, and just keeps passing them around, but still makes sure that only one person has the same address at a time. That's dynamic IP.
And since the poll is based on the concept of one IP one person, every now and then, he thinks you're a new person because you have a new IP.
OK... I hope that's understandable. And no, we don't sue people for asking questions... we sue people that don't and assume they know.
