an excellent example would be Rurouni Kenshin in which the protagonist has a pretty laid back/ easy going disposition, despite actually being very powerful.
the only other examples that are even close that i can think of would be like Captain Kyouraku from Bleach and maybe Van Hoenheim from Fullmetal Alchemist- but they arent the portagonist, just side characters who are rarely seen other than when its something that involves them

I've seen topics for really powerful protagonists with a dark past and whatnot- and others for one whose really easy going- but havent really seen much of both. any good recommendations

just dont want smut, horror, tragedy, harem or mecha/space stuff
and good art would be strongly prefered
and it needs to be either completed- or at least updated frequently

I think Gintama fits well. Protagonists are very powerful.
And Oresama Teacher. Both are very much comedy.

Well for more of a comedy The devil king is bored, also seconding Id...
Adekan it's kind of shounen-ai but not really. Not sure it's what you're looking for. I find it a bit of an aquired taste.
Mononoke kind of passes, but watch the anime as well.
Tennis no Oujisama if you don't mind it being about tennis.
