I'm looking for manga that have a very strong or scary woman that falls in love with a younger guy.
What I want is like Akame ga kiru! (Tatsumi x esdese)
Romance is a must, no BL and GL.

You could also try:
Kurohime - quality drops after few volumes
Dance in The Vampire Bund - in very twisted kind of way
I would recommend Gokusen as well, but it was actually the guy who fell in love first.

There is also Freezing, but it's meh. In fact almost everything by IM Dal-Young has older female lead paired with younger male lead, but that author has also several other fixations that he keeps putting in his manga\manhwa (*cough*rape*cough*). Nonetheless The Legend of Maian has been ok so far.

I remembered some more series:
Rappi Rangai - the quality of the story changes from arc to arc. Some arcs are good (the arc with the first princess and the pirate princess), some are bad (especially the Angel arc), but it leans towards bad in later arcs and it stays there.
Kandachime - badass older chick is actually a sword which takes human form
Witchcraft Works - she isn't older per see, but you might like it
Change 123 - the female lead isn't exactly older than the male lead, but at least two of her split personalities are rather badass (and all but one are plenty strong) and for some reason they all hold the male lead dear; It's an ecchi series but it's much better than Kurohime when it comes to plot.
Kaibutsu Oujo - there isn't really any romance going on in there, but all the females are older than the male lead and all of them are badass
