There is no THE WORST for me. It's more like a group of manga that stand out as really bad.
Fire Candy is one of them. It wasn't really the story, per se. I mean, atmosphere and plot-wise the manga's okay. But when the mangaka tried to cram in as much misery as inhumanly possible into the first chapter, it makes a person want to drop it.
I also say Air Gear is one of the worst. Not THE worst, but one of the worst. I really gave it a shot, and got all the way up to around chapter 20 before I dropped it. It started out as a mediocre delinquent battle manga, but then just fell and keeps falling.
People may disagree with me, but I found Basara to be tiresome. I just couldn't empathize with the main characters at all, if only for the fact that they created the problems they were in by themselves. But I stuck with it and finished it.
Haou Airen also was rather.......
And MAR Omega is the last one in the group. While MAR was mediocre, MAR Omega tore everything that was good about MAR apart. The pacing is wrong, the characters are flat, the plot is substandard, and the art is clunky.

I have to add another vote for Air Gear. I got attracted by the Anime and all, but I just couldn't stick with the manga. Just plain horrible.
For Shoujo, I hate that manga where there's this...pudding...which becomes the rival of the main girl. When I saw it, I had this massive WTF moment. I mean seriously, a pudding spirit?? What the hell is going on in that mangaka's head.

I'd say Love Comedy Style for non-hentai/borderline hentai.
Watase Yuu's works are one of the worst.

One of the worst for me was Aki-Sora (I stopped reading that one because got on my nerves to much).
It's one thing to create some screwed up world where crazy things happen and there's something seriously wrong with all the characters; even so, I would still like for all the crazy screwed up things happening to at least be in-character.
Somewhere half way down the first time Sora had sex with the sister he isn't in love with, even in that crazy screwed up universe, everything just stopped making any sense whatsoever.
Being made to have sex with some childhood friend's girlfriend because he has erectile disfunction; how pathetic can you get; isn't that why they invented viagra?

Hmm, worst?
There's a lot of bad ones I've read, but the one that comes to mind right this minute is
Akuma na eros
Then again I'm not a fan of smut and/or Mayu Shinjo
Eerie Queerie! from volume 2 onwards, volume 1 was well written
Tsubasa Reservoir Chronicles CLAMP made a clusterf**k out of a good premise
Gate 7 I read the first 2 chapters and don't see anything good, but that's just me

hmmmmm, I can't really think of any. They're all so good!
And by the way, most manga written in Japanese is a lot more entertaining than their translations. There are subtle things that you just don't get in a translation. All in all I'd have to say the only thing that really stays is main timeline of all the characters, which in some manga is pretty boring compared to the text.
But then again I haven't really read that many...

there was many stuff that i just dint bother following after a while
but so far there was only one manga that i did stop reading on purpose
which was hikaru no go
was really long ago(god, how time flies fast), but iirc the whole thing just felt insipid, the kid would get better at the game in a complete non-descriptive way, the characters relations never went anywhere besides a rotation of secondary characters. it felt like the author was just draging on and on till inevitable ascension of the main character into a go king

I gotta say Wolf Guy - Wolfen Crest wins. rarely have I seen such a disgusting, plotless waste of paper. At its best it was generic now it just reminds me of a fetish outlet.

well, [Kyou Koi Wo Hajimemasu]
no trace of thought in that manga...only tons of idiocy.
also Love in the Mask, which i hate much more for the reason that the author thought that it would become interesting if everyone had a tragic past. The result was that the manhwa ended up with an immense number of tragic-cliches, some of which didn't seem to have influenced the characters that much. wtf, i didn't like that category of manhwa either (you know "Hwang Mi Ri and her copycats", even though there was some faint -really faint trace of passion in some older works of Hwang Mi Ri in the past-), but that author's abuse towards her characters was unacceptable. i quit reading it around v.5, but for the record i read some spoilers. That manhwa surpassed my prediction. it became a parade of idiotic characters, annoying decisions and so far that i've read thoughtless and vain conversations and a whole of gaps in the story.
after that, in order to restore my brain cells loss, i read some works of Hagio Moto. there at least you can see the events of life influencing the characters and lead them into a profound understanding of their own actions.
