well, she's a very plain girl.. (no makeup and doesn't were any sorts of jewellery) she dresses up really plain too, nothing special at all.. you guys can proba imagine, just one of those really plain and quiet girls at school...
so I thought if I was to pick out a bracelet for her, I would be something plain, but still special (nothing dangly and light in colour)
for her bday, I was only planning to meet up, have a talk and give her the present, not really planning to talk her out...
I thought about asking her friends, but I think her friends probs wouldnt be able to keep the secret (as I want to give her something as a surprise)

Buy her some cupcakes from a cupcake shop, jewelry, etc. Or since you like her, you could take her out on a date and buy her dinner and a movie.

What kinds of hobbies/ electives does she have? If she's the artsy type, I've never met an artist who doesn't appreciate a good set of Prismacolor pencils (unless they're totally digital).
Stuffed animals make really cute gifts, even more so if they're recognizable figures (like, if she's into Miyazaki films, a Totoro doll would be perfect). Or maybe that's considered too childish in Australia...? -Texan-
And... if you do end up finding jewelry that you think will look nice on her, it'll be really cute when she wears it 'cause it means she's changing her habits for you. x3 I wish you luck!

Just buy her what you think she would like, normally and girl will take anything especially if you put a lot of thought into it. You could also spend the whole day together on a date? But that is a little harder to pull off.

Just be yourself and you will be okay Badluk

give her a book... by that i mean novel and such.
don't think too much on what she like to read. just give her something you already read and like.
if she already have read it and also like it, then you got something to talk about.
if she haven't read it, then you still got something to talk about.
if she have read it and doesn't like it, then at least you both know each other even more and have something to talk about....

Gloves (possum fur perhaps because that stuff feels so nice) although considering that we're just leaving the winter months that might not be the best choice. Also Australia doesn't get that cold.

If you want to be expensive and fancy, lava lamp?
A cute key ring of some description?
A Pillow?

Okay, I'm out of bad ideas.
Whilst I'm giving out bad present advice. Get her this:

i first thought about getting a cute bracelet... but it seems impossible to find one that suits a teenage girl in my country...

Well then I think that if all the other options (dining out, handmade sweets etc) are out, bracelets might be a good idea. It's simple enough and it doesn't have a too-deep meaning like rings. Plus, if you give a gift that's too expensive to a girl, it might pressure her unnecessarily.

What is your budget? From your explanation she doesn't seem to be into sparkly blings like diamonds or crystals, so I recommend simple and cute bracelets or necklaces from Shanalogic like these:

(all these stores ship internationally)

This could send the message that she's 'locked away' until you get her ^_^ (but honestly, you need to do something about your situation. You can't keep a girl hanging for too long)

It's a ring, but it's really pretty

Or you can give her something for her room:

If you really REALLY want to make it special, and you have cash to burn, give Tiffany's, preferably with her birthstone.

From my experience, quiet girls like cute things still unless she's the quiet and mature type. It's up to you which style is more her to you.

You mentioned that you haven't seen her wear any jewelry, so I probably wouldn't buy her jewelry. I've gotten jewelry in the past as gifts and since I'm not into jewelry it always ends up just sitting in a drawer somewhere unused.

It's hard to really recommend a gift if you don't know her interests, so if you have some time until her birthday I would try to casually bring it up in conversation. Like what type of movies, music, books she's into. Also, if you are thinking about getting her food, you'd have to know if she has any allergies.

This person is correct smile
Though I wouldn't give music or movies myself because it's all so easily available on the interwebs

A simple birthday greeting would suffice.
No, really. You wanna be friends first before anything else - as in, you wanna solidify that relationship (but without locking yourself into the friend zone).
Hell, even a card would do.
Follow the old K.I.S.S rule.
