Why does it seem like female gang leaders and tough girls in manga and anime prefer their school uniform to have a longer skirt?

Sometimes it's not even about being a delinquent, but simply being a good fighter and having a strong personality, like Saeko in Highschool of the Dead. I used to think her long skirt meant she was from an old-fashioned family (i.e. she was being modest), but since then I saw some other characters like that--a high-standing family, an old fighting tradition, the clan heiress's school uniform has an extra long skirt.

I might be wrong but i think it has something to do with challenging the rule... Or something... I'm saynt this because i'm under the impression that wearing short skirt is a rule there.
Over here however the rule is either one is ok as long as it is a skirt

lol you got it so wrong.....

it's about breaking the rules. you're supposed to wear the uniform in the way it's supposed to be, not modify it. but my making the skirt longer or shorter than the 'standard' you're saying F*ck with the rules.

It's like doodling on the school-borrowed textbook. I know it's kinda small little things, but hey we're talking about japanses school system.

my schools didn't have a uniform, but we did have a P.E. clothes we were required to wear for P.E. class. girls would always roll up their P.E. shorts so they would be shorter, because we wanted to look cuter/sexier. i figured it was kind of the same with Japan, where girls wear shorter skirts to look cuter. so a delinquent wearing a longer skirt would mean that they care less about looking cute, and more about being a strong fighter.

i never thought of it as an act of rebellion in Japan. i mean technically it is since your not supposed to modify your uniform. but whenever i read manga it seems like the majority of girls are wearing their skirts short and its only the really geeky girls who wear their skirts the correct length.
