What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?

Hold on, telling from the ending is Hokuto no Ken complete? Is it complete in the country of origin or is it because it has not been fully scanned yet becaused I loved the manga and I found it kind of short. So is it complete? confused
