But that begs to question, why didn't Bach recruit the surviving pure Quincies like Ishida Sr?

It's quite possible the only surviving pure Quincy is Ishida Sr. . . And I imagine he would refuse.
Also, technically, Ichigo would be a surviving mixed Quincy. Unless Urahara actually killed him back when he was getting his Shinigami powers back and has been living totally clueless in a gigai.
Actually, was it said anywhere whether or not Ishida was aware of Ichigo's Mother being a Quincy?

An OK chapter... Technically speaking Ichigo and his sisters are half quincies as well, right? So how did they survived? Did their Shinigami powers helped them survive?

My best guess: Urahara, or their father somehow saved them.
It's also possible they aren't considered mixed blood due to their father. Don't worry though, the question of why they are alive will probably never be answered.
EDIT: Actually, I can see Ishida Sr. being responsible as well. That might explain how Ishida Jr. survived as well.

Well, wasn't it not only half-bloods, but undesirables as well? Hence Masaki losing her powers, which lead to her death. Also Ryuken pretty much declared "I AM the last Quincy", meaning that all the others may have lost their powers, as only his family and the Kurosaki family were still purebloods at the time. Also, Bach says that Uryuu is the only survivor "in this world". But where exactly is the world they are in? Is it on Earth? Hueco Mundo? Soul Society? Or someplace else entirely?

All mixed-blood should have died on that day, Uryuu was the only who survived and didn't lose his power.
Ichigo and his sisters didn't died because their powers weren't awaken I suppose.

Rukia and Renji are both at the Palace area...
I'm almost sure that The Mob is correct about Grimmjow being there. He was last "seen" with Urahara and the fellow behind Chad appears to have white Hakama.
I also absolutely love how everyone is taking into account the distinct possibility of Yhwach just plain lying to Uryuu, since it is pretty safe to say that all of the Kurosaki progeny are half-bloods and thus should be accounted as targets for the "Selektierung." A little fact that Uryuu should be entirely unaware of (unless the elder Ishida has spilled the beans at some point). As far as I'm concerned, the old man is just spinning up shit to pull wool over Uryuu's eyes.

Maybe Bach wants to absorb Ishida when he has fully developed his powers? You know for a power up...
Bleach hardly has power levels in control anyways. Ichigo was hardly using his powers till now (~_~), Ishida's power weren't awakened till now...and tons of other things

Well, they say that all half-blood Quincy lost their powers that day. Maybe if they hadn't developed their powers they were left out. Though, there is still ambiguity as to whether they died, or just lost their powers.Ichigo and his sisters didn't died because their powers weren't awaken I suppose.
Masaki certainly didn't die directly as a result of having her powers taken away. She was killed by a hollow.
