So its initially one-sided love, where the female lead likes/end up liking a guy who likes another girl
but eventually the boy will like the female lead back, or it can be open-ended

considered plain/average/unpopular/ and is not usually liked by guys
strong
not annoying and whiny and super girly
no age gaps please! they must be around the same age

I'm not sure whether this fits because she's quite a plain/average girl but not unpopular, she likes her new step-brother but he has someone in his heart for many years. I really like the ambience of this story and I recommend anything by this mangaka, every mangas of her are so realistic and thoughtful. The step-brother won't like her back though so this is gonna be an unrequited love but someone loves her in the end, I just won't spoil you on that.
Kiyoku Yawaku
Another manga by the same mangaka, It's the story of lives of many different people who are inter-connected, it's episodic and once you get to the last few volumes, you'll feel that the mangaka is a genius! A very well-thought manga! There's some unrequited love stories in this and it's a well-deserving award winning manga. It's a bit slow/confusing at first but the more I read, the more I'm invested in the stories.
