The scene I can remember is
there was 2 (or 3. I'm not sure if they were all male or 1 girl and 2 boys) person in a room. they were fighting about something. then, the electricity is down. One of them said that it's alright because he/she brought a flashlight, and he/she turned it on. The other male was trembling, and was getting worse when the light of the flashlight was directed to him, then he collapsed. It was later revealed that the one who collapsed, came from a rich family and he used to be kidnapped. He can not handle direct light with dark surrounding.

Umm, maybe Sugar Family or one of the stories from Furueru Yoru no Himitsugoto? I haven't read any of them, but they were the only ones in the Photophobia category, so... maybe?

Nope. I have read both mangas. Definitely not what I'm looking for.

Similar to Nekozawa, but it's not him.
The manga I read was a bit more serious that Ouran.
And here are the differences:
1. Manga I read : the phobia was not known until the character collapsed in the room
Ouran : Nekozawa's phobia was known at the beginning of the story.
2. Manga I read : I think there was no attempt for treating the phobia
Ouran : Nekozawa had treatment for his phobia
