What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)

Hi, is there manga that mc had a power/ability to use other people power/ability?
for example:
Magika no Kenshi to Shoukan Maou : mc can use other people power by using diva
Mahou Sensei Negima! : mc can use other people power by using pactio card
Needless : mc can use other people ability by using his zero fragment

You could try Area D - Inou Ryouiki If you are into dark shounen team superpower action. One of the MC's main abilities is copying other peoples supepowers.

At the start it seems so, yes but it's only one ability, there are others.

Later on, it is revealed that the MC doesn't actually have the ability to swap bodies but to steal others' abilities like you asked.
