What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)

Looks like it is fanart for Shingeki no Kyojin. I followed the pixiv id noted on the image, the user (Mき) has deleted their profile but their art has been posted on tumblr.
