Anime with brains in water

Ok the other day I was creeping on this guy that was watching an interesting anime, but like the shy girl I am I couldnt approach him and ask what its called

So here is what I seen from 5 min of looking over his shoulders

The anime at that episode was basically oscillating between 3 scenes:
1) A big wide room with mechanical arms on top that is continuously moving many boxes containing human brains suspended in water. It is implied these brain/ppl are alive because there are wires attached to the brain.

2) A short haired girl with a gun keeps on wanting to shoot the mastermind machine? or something but she is having a hard time deciding if she wants to im guessing because if she does shoot all the brain/ppl die.

3) We see girl and brain are in a room but sometimes the camera zooms out and we see a very tall building likely where they are located

And not going to lie its literally these 3 scenes for at least 5 min, because likely the girl cant decide whether to shoot or not

Please help this anime looks very interesting!!

This is a long shot guess, but perhaps Psycho-Pass? hahaha
Season two starts today! woo

Correction: already started! Haha, I had no idea.
Anyway, perhaps you were watching season 2? I cannot confirm that yet shy

Basically you've been spoiled the entire plot in less than 5 minutes. Enjoy.
