What is the best way to translate a dialect or accent of the original language that is not the norm (e.g., Kansai-ben)?
Different country's English accent (e.g., Irish or Australian)

Looking for a manga (I think it was a one-shot/one volume) where the girl falls in love with her cram school teacher after looking at incriminating information on his cell phone. (He's an M and she starts researching how to be an S, then starts blackmailing him or something.)
