I'm pretty sure I'm not the only one who is annoyed by this. There's even an Online Petition about it.

For those who don't know. If you're a foreigner (or a Korean who wasn't born in Korea), and you want to sign up with a Korean site, you need a RNN (Residence National Number) a.k.a. KRN. It's pretty much your number ID given to you right from birth like the American SSN.

Which then ultimately shuts down the chance for a foreigner to actually sign up with the site. Some Korean sites do allow foreigner signs ups but after registering your username, they then ask you to either fax or e-mail them evidence that you are a foreigner (i.e. birth certificate, passport, you name it).

Lots of foreigners just want to play online Korean games or use a Korean blog service. Some people borrow their numbers off of Korean friends while a lot of other people can't even do that. Then, there are people using KRN generators. >_> I understand the security of the number but to use it as a key to internet access is just painful. Even foreigners within Korea find it troublesome too.

And all I want to do is view some manhwa online. *sighs* If the Korean government is worried about foreign server overload on their most advance net connection, there should be a way to fix it. >_<

i heard, at least for the game portion, that they only put that in so that people would play their regional versions instead of the korean versions.

i am not actually annoyed by this, i mean there are pretty good reasons why they would restrict the non-koreans to be utilizing these sites. Most of them ARE based in korea, and it would be absurd for them to be paying bills for their server if they get clogged up with foreigners.

korea's still a hermit country. and maybe they've got better hackers, or they're just more paranoid. but i dont think petitions will get through to the korean government just cuz people wanna play games, read manhwa, or blog.

I know the petitions won't help much. laugh I just felt good posting my thoughts out on PO.

But the KRN also gives foreigners living within Korea itself some trouble. Suppsedly, when they live there, they apply and should be able to get their own RN but it's been tricky. Some people have to wait a long time for an RN and some don't even get one. They can buy a car easily, but anything that has to do with online transactions are hard to do due to the RN.

Imagine this forum being restricted only to one country. That's how serious it is over there. There are pros but the cons just doesn't help. Even if it's for the reason of foreign server clog up, the system itself has its faults with identity thefts (which then leads to the hacking and so forth of problems. Even the Korean president got his RNN stolen at one time..). -_-;

As for the game part, I've read that the reason why those people want to play the Korean games is because of quality issues. Understandable of the Korean game sites' own reasons, which can be made as an analogy to all the scanlated liscened manga out there.

I just can't imagine living inside a country that runs everything through the internet. I can't even imagine using my social security number to simply sign up on a forum.

^ I'm not Korean so definitely in English... Except, what I'm looking for is the manhwa in Korean. ................Ah, sorry! That sounds confusing! laugh

Back tracking. The mahwa I'm looking for is liscensed in English and I own the first three volumes in English. But this is a manhwa that was once translated by ICEKunion, who no longer exist, so it's being transferred over to Yen Press. Yen Press will not be releasing volume 4 until this coming fall. I can wait patiently about the English release, at the same time, it's a bit tempting. The first six volumes are already sitting on the net in Korean right in front of me but the KRN is the only hurdle. ^__^ I know two sites that have it.

Oh yeah, and the manhwa is Moon Boy.

Well Korea is kinda strict and old fashioned country..
If you are an foreigner in Korea you can’t even get an cell phone, because of too strict security. Everything in Korea is so hard for foreigners, I think that’s because Korean people don’t want foreigners to “dirty” their country. They are simply too paranoid.

Most of Korean peoples think that everyone who isn’t an Korean is an criminal. This thing pretty much pisses me off, and this too tight security is pretty much destroying Korean’s global marketing.

Almost all things Korean people makes are for only Koreans, I think that’s stupid.
I think that Korea will destroy itself within 15 or 20 years.. Pity.. none

Yea... that's my thoughts about this.

Wow. O.o Uh... Those are really strong thoughts.

I don't think all Koreans are that afraid of foreigners (otherwise, a lot of them wouldn't go overseas to come to my area just for an easier education. They do congrugate in groups though). I know there are plenty of them who don't like the KRN. Think it's really all just the government's doing. Yet, I do read about the "discrimination" of foreginers in Korea. Everything just has to re-point to the government.

Wow, I can't believe you guys are even bragging about how you can't get a 주민등록번호. I'm not trying to be an asshole or anything; but, it looks like you're just complaining how you can't get a manhwa or be able to play a game you want becuase you don't a KRN? There is a thing called P2P. Besides, crying about it on a forum won't do much about it anyways. It's what the government chose to make it how it is. So, it's pretty much saying, "We don't want you Yankies in here." And the KRN for koreans, it's pretty much their life. Because, it's the password for your bank and etc.

Anyways, I don't know what I'm saying.
Kind of just tired of people crying about how they don't have KRN to play a game and crap. I don't know; but, I must belong to the Racist side of koreans because I see this whole thing about Americans and others crying about KRNs very retarded. Oh, well. As I said. Don't take what I say to heart. I like to blurt things out for fun. Bite me or flame me. I don't care LOL. FREEDOM OF SPEECH~
