I'd have to say Velvet Underground even tho they aren't punk, but hey w/o them there would be no punk

The Stooges are totally a garage rock band. The punks try to claim them, just like The MC5 and the Velvet Underground. They sound way more bluesy than punk. Proto-Punk would be more indicative of what they are.
Black Flag is still the best IMO.

Yep, when I first heart of MC5 and the Velvet Underground I had expected something different from what some people had told me.The way they made them out to be was more punkish.
and I've never heard of Black Flag, which is just sad after having to google them...

Haven't heard that much punk rock, but only band that comes to mind is Green Day.

I must say that I like the Bad Brains , Black Flag, Patti Smith Group and The Stooges. Um also The Velvet Underground which I think aren't even punk but, still good band.
Also wanted to add that anything after the 80s hardcore punk era isn't punk at all. They are just losers who some how got a record deal just my idea.

The best would be U.S. Bombs. But maybe any band you can get bruises from could go into the running.
Some others that could be considerable in my opinion:
Rancid
F Minus
Cheap Sex
The Casualties
Anti-Flag
nofx
The Distillers
The Exploited
There are so many sub genres, its hard not to include my Oi fetish.
