my theory; it may very well be a quirk kuma has, like many others. whenever he asks where you wanna travel to, i don't think his ability scans their thoughts and process it, more like kuma making wild, unbased assumptions. Perona, for example; she liked to go to some damp, dark, haunted castle, but may got sent to some brightly coloured, candy infested island. heck, i'd find it more funny if sanji ended up on an island filled with food (cuz he's a cook), and he and luffy exchange stories only to end up in a fight.

well, that, or kuma just simply fullfills the exact opposite of the victim's thoughts or something randomly irrelevent to it. though, the latter seems more closer to his ability, seeing how if the person thinks "i wanna go to X", it gets rejected by kuma's ability and sent elsewhere instead.

Which means he pushed Luffy to that island to get him stronger, since Luffy practically Wrote it on the moon that he wanted to be stronger, and regretted not saving his nakama.

And as we all already know by him calling him "Dragon's son", Kuma knows the Dragon. How many people know about that? Minus the room full of marines and the luffy crew. 0. Thats how many. Which means you'd have to know him First hand. But back to the real reason of this post.

i already said he Pushes you to where you want. It may not be WHERE You want exactly, but if he likes you, it WILL be a place thats at least a little bit like it.
