I think he does send them where they want. cause think of it

So what better place to send luffy than an island full of super strong wiimen.

This will be confirmed if Zoro is sent to an island with some sword on it, and chopper to an island that needs/has a good doctor on it.

Man, that was one cooky chapter...but, it answered that question that soo many wanted to know but no one dared to ask!

I agree with onizukaa in regards to where they are sent. The fact that Luffy ended up where he did I don't think it was just random. Amazons ARE typically known for their unbridled strength, and right now, all Luffy wants to do is get stronger to protect his nakama.

But, that brings up the question...where will the others go? Some of them are much clearer than the others...I think Nami and Brooke are the hardest for me to figure out...

well if it's based on the moment of when they were sent, then it's likely that they are sent to places that coincided with their feelings of the moment. but that's assuming it's true that they are sent to places they desire.

i assume that kuma send them to different island on purpose for training them. dunno why he want to do that though..something about kuma whispered to rayleigh i guess. and there should be another paw pad on each island they sent to which can send them back to the original island..

this gonna a really long arc if the story for each of the crew told separately..
