I'm looking for a manga in which the characters involved build a nation. This can be a subplot or main plot.

ummm... in shaman king, one dude wants to build a nation but it never happens. sry dunno what else

I want to recommend something but I'm not sure what you mean. Does it count if the villain wants to build his own empire/nation tries but epically fails, if so there are many (i.e. shounen).
