'He' doesn't have to tease Maki in order to be aroused. Arousal usually stems from a desire or a sexual feeling, wouldn't you say? Teasing is just being playful and can have different meanings.

Sadly, the manga hasn't been translated far enough yet in order for us to fully distinguish whether or not 'he' is a boy or a girl.

Though I am hoping for the 'boy' part. 😀
