I read the whole manga and I failed to see any reasons why Onizuka and Urumi won't hook up does anyone?

Because he is Onizuka, you do not need a bigger reason.

Because she is underage and he is a teacher?

Onizuka is a 23(?) old teacher and she is a 14 year old in need of counselling.
Having sex with her would be not only be pedophilia but also illegal in certain parts of japan. Maybe not Shohan. And the characters of Onizuka is apparently unable do develope in the eyes of the author in any sense of the word. This is the reason i wrote a negative review of this series and have stopped reading the sequel and spinoff.
