twice I've came upon groups listing that their releases are available, and when i go to download them it isn't. instead it's in the QCing process. cause if i'm not mistaken, when a group submit a release update they get sent to a page where it says "the release will be moderated" or something along that line.

and a third screenshot showing the date to show it was the same date as the release date. which was taken at 3:49am and the chapter was still in QC

That's just how Noir is, you can find their releases at the top of the page on the tab labeled Releases and they have the link there, it has been released even if their status page says it's being Q.C.ed
They just forget to update their pages right when the release sometimes, but the download link IS there, you just have to look for it.

1- No, they don't do irc releases.

2- The link originally provided on Manga-Updates Releases page links to the outdated projects page on Noir (the one that said the particular project is still being QC-ed), not to their Releases page. This is misleading in general.

3. In general, groups shouldn't bother getting websites they don't bother updating.

Then nothing we can do about it.
