Here's a slightly more serious answer heh.

The majority of groups only distribute through IRC. So there would be no point to a DL link. Many other groups don't want people to be able to DL their work without at least going to their website or whatever.

Bandwidth isn't free, and a group scanlating a popular manga and putting it up for HTTP download can easily incur VERY LARGE sums of money owed to their service providers. 🙂
