I don't think you can limit your search to specific years, but you can search for fully scanlated manga and order the results by year using the advanced genre search.

Here's the start of fully scanlated manga from 1990, excluding hentai, yaoi and doujinshi - manga going back to 1960 continue until page 99 of the results.
