I posted my ideas for a manga on an imageboard which I shall not name here (but I bet you can guess what it is) and a lot of people were telling me it was perfect for what Suu Minazuki would be interesting in drawing, if I can provide him with the ideas.

The basic premise for the story is that a man has a mysterious ability of being able to stop time by holding his breath. So, he gets involved with a lot of perverted/ecchi stuff. When he finally dies of old age, his last dying breath contains the very essence of his time stopping ability diffused in the H20 in his breath, and his children and grandchildren surrounding his deathbed are exposed to this and gain his powers. So, volume 2 would follow all of them stopping time and doing ecchi stuff.

So, how would I go about contacting him? I've searched all over the internet but I just can't find a way.

Address a mail to him by mailing it to Shonen Ace editorial department, and referring the mail to him?

You don't.You do realize that even if you have means to contact, it will most probably be ignored, am I right? If you have your own ideas, you better "publish" it in the internet yourself (through fanfiction, etc.) or if you can afford, look for illustrator.

EDIT: Also, I've read somewhere that the Japanese aren't really open to foreigners (though, I don't mean it as a generalization).

In the early 90's. In Dragon Ball. His name is Guldo, and fans will likely remember him for completely sucking, and having never should have made it to becoming a member of the Ginyu Special Task Force.
