I like watching fillers. Especially if they're funny =P
I voted for developing the characters, but really I'd watch for all the reasons listed.

I most often get annoyed while watching fillers. The only reason for me watching them is, that I don't know for sure if they are important for the rest of the anime's plot (I'm too lazy to look around for an index of fillers for the anime) or because the series is ongoing and I want to watch more.
Right now the Naruto Shippuden fillers are making me madder and madder for each episode. So I've taken a break. 😐

If they are self-contained and of the same quality as the main story. Otherwise, no thanks, I'll just skip them.
oh no, when i hear/see the word "anime fillers", the first thing i remember is all the pointless story of Bleach n Naruto animes. I don't see fillers much.... but sometimes i enjoy the funny (and short) ones, like in tenipuri.
Meh, I don't watch fillers since I only watch 11-13- and 24-26-episode series. So I never encounter fillers, thankfully. I wouldn't want to see them anyway.

Liked one of the One Piece fillers, the one in which they escape from the prison, didn't like/skipped the rest.
There are times when you will miss what you never had. I wonder how you will find what you so desperately need.

filler is a waste of time.

Only if it expands/builds on the main plot and funny.
Though most of the time it's completely worthless to even watch since it's exactly that, fillers.

Kampfer's last episode was also a filler.
I got so confused when that happened. Pointless waste of time.
Save that type of stuff for OVAs where I know that it will have nothing to do with the plot. Don't waste my time giving me a filler episode within the series. Get on with the story. Hate it when you get caught watching one because you're watching the series as they air.
When I'm watching anime that's already been fully aired and I happened to know that a filler episode is coming up, I skip it. Even if it's supposed to be funny; No. I like the expanding on the main plot option though, or character development possibly. Something to do with the story somehow, otherwise it's a waste of time.

I don't really mind fillers, they tell stories not seen in the manga even if they're not of the same quality as the regular episodes. They're interesting diversions.
