Iirc it was a manga taking place in Russia, right before either WW2 or the Cold War. It stars some super soldier girl who visits the book store of this calm cool looking dude, but the thing is, he's apart of a terrorist organization that is technically wanted by the government that the super soldier girl is deployed by.

So she has a major crush on this dude but he's just tryna figure out how to overthrow the government.

It's a real serious piece of work and I did enjoy it... I just can't remember it all that well
